Anyone! Nurajacks for timber decks are not considered restricted work. Any DIY-er or tradesman should be able to install.

Some gradient of slope is acceptable. You may have to remove the grass so the top of the Nuraspike is flush to the dirt.

However, the deck will not be able to extend more than 1000mm off the ground at its highest point.

The Nuraspike and Nurajack system is designed for low-profile decks less that 1 metre off the ground, which typically do not need a building consent.

However, the structure of the deck should be constructed as per local regulated requirements.

If a low-profile deck is constructed 'stand alone' from a building, it is considered a landscape feature and is usually outside the Building Code.
